I have called Bank of Baroda and they have confirmed they issue visa electron cards.

    I visited Bank of Baroda UK Head office 21 Jan 2011 and after keeping me waiting 20 minues, they told me they no longer do the Electron – in spite of what their website says. Grrrrrr

      Hi David, I’m really sorry for the delay in the reply. I have been fighting spam like crazy and your comment got lost.
      I’ve called them and it seems that they still issue Visa Electron Cards. Are you sure the situation hasn’t changed in the meantime?
